No search engine publishes a topical authority score, and any tool reporting one is describing its own estimate. What the idea captures is real: sites that cover a subject completely, consistently and credibly tend to perform across that subject better than sites with one page on it.

A cluster that explains a concept, compares the options, describes the failure modes and covers the decision is more useful, and more citable, than a page that only sells.
Twenty pages on a subject that never link to each other read as twenty isolated pages. The linking is what makes a cluster legible as coverage of one subject.
Publishing volume on a subject a business does not actually practise produces content that is hard to make specific, easy to contradict, and increasingly easy for both readers and models to recognise as filler.
