Proximity to the searcher matters, which means no business ranks everywhere and a competitor two streets away has an advantage you cannot buy. Prominence (how well known and well reviewed the business is) and relevance to the query complete the picture.

Category selection, service completeness, hours, photographs and reviews all feed it, and an incomplete profile is the most common and most fixable local problem.
The same business name, address and phone number everywhere they appear, because a system trying to resolve one business from contradictory listings has less confidence in all of them.
