The boundary
Naming the boundary early removes the most common source of disappointment in an engagement.
Less about page count than organisational shape. Once more than one team can publish to the domain and none of them owns search, the bottleneck moves from knowledge to coordination, and that is the enterprise problem regardless of size.
A template generates a class of pages. Fixing it resolves every page in that class and prevents the next thousand from having the same fault, which page-level work cannot do at any staffing level.
