Search engines observe which results people choose and which satisfy them, and gradually settle on a page type for each query. That accumulated judgement is what a results page shows you, which makes it far better evidence than any assumption drawn from the words.
A business publishes a service page targeting a keyword that sounds commercial, and it never ranks, because the results page is entirely explanatory content. The engine has already concluded that people asking that question want to understand something, not to buy.
Someone may begin by asking what a thing is, then how to choose between options, then what it costs, then who provides it locally. Those are four different pages, and trying to serve them all from one produces a page that satisfies none.
